Italy’s Customs and Monopolies Agency (ADM) has advanced its ambitious overhaul of the country’s online gambling sector by confirming that 46 operators have been approved to proceed to the next stage of licensing. This move is part of a sweeping regulatory reform aimed at modernizing Italy’s remote gaming market.
Major international brands, including Betfair, Bet365, Snaitech, Sisal, William Hill, and LeoVegas, are among those approved. Each operator is required to pay a €7 million fee per vertical per brand, with the new framework expected to be fully implemented by March 2026. Existing license-holders will be allowed to operate during the transition period, after which only those with new licences can remain active in the Italian market.
Norsk Tipping Investigated After Eurojackpot Error Misleads Thousands, iGB
Norway’s gambling regulator, Lotteritilsynet, has launched a comprehensive review of Norsk Tipping’s major lottery brands following a high-profile breach of the country’s Gambling Act. In June, a technical error led to approximately 30,000 Eurojackpot players receiving notifications that vastly overstated their winnings, some by as much as 10,000 times the actual prize amount.
The incident has triggered a full investigation into Norsk Tipping’s operations, including its Lotto, Eurojackpot, and Vikinglotto games. Regulators are scrutinizing the company’s processes from player submissions to prize payments, citing the need to restore public confidence and ensure strict compliance with national gambling laws.
Ireland’s Gambling Authority Issues Licensing Guide Ahead of Market Relaunch, Gambling Insider
The Gambling Regulatory Authority of Ireland (GRAI) has published detailed licence application guidelines as it prepares to launch a new regulatory regime for the country’s gambling industry. The guidelines, drafted under the Gambling Regulation Act of 2024, outline the application process for both B2C and B2B operators, including requirements for documentation, a 28-day notice of intention, and proposed fees.
The initial focus will be on B2C licences for both land-based and online operators, with B2B and charity licences to follow at a later stage. While the exact launch date for the new licensing system has not been announced, the GRAI has indicated that applications will open later this year, with the full relaunch of the regulated market expected in 2026. In the interim, operators are encouraged to maintain compliance under existing laws.

Flutter Buys Full Control of FanDuel in $1.76 Billion Boyd Deal, Flutter
Flutter Entertainment has reached a landmark agreement to acquire the remaining 5% stake in FanDuel from Boyd Gaming Corporation for $1.755 billion, securing full ownership of the leading US online sports betting and iGaming brand. The deal, which implies a $31 billion valuation for FanDuel, also extends Flutter’s strategic partnership with Boyd through 2038 at significantly reduced market access costs in several key US states.
This transaction is seen as a transformational moment for Flutter, solidifying its dominant position in the US market, where FanDuel holds a 43% share in sports betting and 27% in iGaming. Boyd will continue to receive fixed fees from FanDuel’s operations in certain states and maintain its retail sportsbook partnership outside Nevada until mid-2026.
EGBA Members Add €3.8 Billion to EU Budgets, Boost Safer Gambling Funding, Esports Insider
Members of the European Gaming and Betting Association (EGBA) contributed a significant €3.8 billion in taxes to European economies in 2024, according to the association’s latest sustainability report. The EGBA, which includes major operators such as Flutter Entertainment, Entain, Bet365, and Betsson Group, highlighted that these contributions support public services, national budgets, and community initiatives across the EU and UK.
The report also noted a sharp increase in safer gambling efforts, with 69% of customers engaging with safety tools and a record €148.9 million allocated to research, education, and treatment for gambling harm prevention, a 143% rise from the previous year. Beyond financial contributions, EGBA members invested €735 million in the sports sector through sponsorships, fees, and streaming rights, with 62% of this amount going to streaming.
Allwyn Secures €2.15 Billion Credit Package to Refinance and Expand, Allwyn
Allwyn International has secured a new €2.15 billion syndicated credit facility through an agreement with a syndicate of international banks. The facility is structured with €900 million in bullet term loans, €500 million in delayed drawdown term loans, €400 million in amortising term loans, and a €350 million multi-currency revolving credit facility, all with a five-year maturity.
The proceeds will be used to refinance Allwyn’s existing €1.7 billion syndicated bank facility, of which €1.2 billion is currently drawn, and to support the company’s growth plans and general corporate purposes. Allwyn’s CFO, Kenneth Morton, noted strong interest from both existing and new banking partners, reflecting confidence in the company’s strategy and creditworthiness.

Caesars Entertainment has introduced a universal digital wallet on its Caesars Sportsbook app in Nevada, marking a major upgrade to its mobile sports betting platform. This new feature allows users to manage funds and Caesars Rewards credits seamlessly across all 19 jurisdictions where Caesars Sportsbook operates, offering instant access to balances and rewards after logging in.
The universal wallet aims to provide a consistent and convenient experience for sports bettors, whether they are in Nevada or traveling to other states where Caesars Sportsbook is live. It also enables customers who register in Nevada to use their account and funds in other states, and vice versa, once verified at an in-person Caesars Sportsbook location. Caesars plans to expand this functionality to additional North American markets in the future.
Paysafe Unveils First Latin American Digital Wallet in Peru, Gambling Insider
Paysafe has launched its first digital wallet in Latin America by evolving its successful PagoEfectivo eCash brand into a comprehensive digital wallet in Peru. The new wallet enables users to instantly load funds, make online purchases, receive immediate payouts from merchants, transfer money peer-to-peer, and pay using a unique code (CIP).
To promote the launch, Paysafe has rolled out a nationwide campaign featuring popular Peruvian actor Carlos Alcántara as brand ambassador and is hosting the interactive “PagoEfectivo Universe” experience in Lima.

The UK Gambling Commission (UKGC) is introducing a new enforcement regime that could see fines for gambling operators exceed 15% of their gross gambling yield (GGY) for the most serious regulatory breaches. This overhaul, set to take effect from October, introduces a tiered penalty system based on the gravity of the offence, with breaches ranked across five levels of seriousness.
The most severe cases, such as those involving management complicity or widespread consumer harm, could result in fines at or above the 15% GGY threshold. The new regime aims to boost transparency and consistency in how penalties are calculated, replacing the previous, less predictable approach.
National Lottery Invests £20 Million in Nature Projects Across the UK, Gambling Insider
The National Lottery Heritage Fund has announced £20 million in funding for six major projects aimed at connecting communities with nature and preserving the UK’s natural heritage. The latest round of grants will support initiatives from Pembrokeshire in Wales to North Lanarkshire in Scotland, focusing on environmental conservation, community engagement, and wellbeing.
